Seems like the answer to that's always been "when it's done". In the meantime, I guess you could just plop the patch onto a file hosting site of your choice and make a thread in Full Releases that links said upload to get some community attention/feedback.

Until there's a full fledged submission system in place here, I'd say post it in the full release section of the forum as well as upload it to RHP. That way you have two places for folks to see it right off the bat!
