Description
Crystal Tile 2 is a nice tool written by a Chinese team. Unfortunately there is no full instruction manual for it. Most versions found online are the older one that wanted registration and without English support. However, this one has an English translation.

It isn't a pure tile editor rather all encompassing tool for NDS hacking. However, it has several functions that apply to any platform, such as the tile editing portion, which is very useful.
