This is a PHP script used to speed up table file creation. It makes properly dumping diacritics easier, and allows drafting table files for custom text encodings based off only a few hex/character pairs.
You can easily run this utility via the (W?)AMP stack on your Windows PC using XAMPP. Visit "localhost/table_helper/table_helper.php" in a web browser where "table_helper" is the directory in which the utility is located in your htdocs folder. The output is printed directly to the screen and can be copy/pasted into a text document.
