The PSI Animation Editor is a Tool that allows us to Edit PSI Animations, It Requires Microsoft's .NET 4.5 Framework, which you can get from here: http://www.microsoft.com/en-us/download/details.aspx?id=30653.

Features include:

- Undo
- Copy/paste frames
- Insert/delete/move frames
- Change/delete/import/export tilesets
- Import/export entire animations
- Better compression library — recompressing unmodified animations will only use about 78% of the original space - - (meaning you probably won’t need an expanded ROM)
- Supports 3/4/6 MB ROMs, with or without header
- Export animated GIFs
