Basically, Techū Shinobi Gaisen is the Japanese domestic version of Techū Stealth Assassins. However, Shinobi Gaisen has "Tora no maki" mode which was removed in Stealth Assassins.
Beside this, the dialogue in Stealth Assassins was not translated excatly from Japanese text in Shinobi Gaisen. Say, likely they rewrote the text, not translate it.
