I want to make a romhack for Tiny Toon Adventures, but the problem is there are no tools for editing levels, which is a key part of my romhack.

My PC doesn’t work, so I’m on a iPad and I want to make a NES game, but tools are only for Windows, so I need someone to program the game and I’ll send Music and Graphics so the person will import the music and merge the graphics.
