Hyper Street Fighter 2 Difficulty Fix

When set to any non-Japan region, the game's AI CPU will always play at an extremely fierce difficulty regardless of what setting the player selects in the machine options. This patch changes the AI level to match that of the Japanese region. Credits to Abystus for finding the area to be modified.

Patch the following file: "hs2u.03" (remove it from hsf2.zip, patch, then replace)
CRC when playing should state 2ef3f7db
