Megaman 3 Japanese Style Title Screen Update v2.22

Description
Update and improvement of the FlashPV hack http://www.romhacking.net/hacks/3789/, which in turn incorporated the kuja killer hack http://www.romhacking.net/hacks/992/.

And what it does:

-Updates the FlashPV hack to version 2.22 by Kuja Killer.

-Redo the word 'Mega' from the title to conform to the other games in the series.

-It is offered in two versions, with or without subtitles.

-Returns the energy bar to its original position as in the other games, thanks to the G30FF tip.

Thanks immensely to RealGaea who practically updated the original hack, my role was only to have the idea of ​​the update and then put some finishing touches on. Unfortunately the normal game version is not yet ready, watch for future updates.

A hex editor, Tile Layer Pro, PPU viewer from Mesen and Lunar IPS were used.
