Random encounter rate reduction patch
Hack of Hourai Gakuen no Bouken!: Tenkousei Scramble
Description
This is a simple fix for Hourai's insane random encounter rate. Hourai has a default encounter rate so high that it both makes walking around irritating, and overlevels your party enormously. As a result, the game is both tedious and extremely easy, which is very sad because of how charming and creative this interesting take on the RPG genre is, and how much potential in the mechanics side is wasted when you're so overleveled. Encounter chance is coded so strangely and inconsistently between area types that it's likely a bug, but that's conjecture.

What the patch does: encounters on the overworld and low-encounter areas are reduced to about 70% of their original rate. In high-encounter areas, it's about 33% of the original rate. This is not an extreme difficulty patch, but should at least tone things down to a 'normal' level of challenge as a side effect.

The patch requires Lunar IPS or another IPS patcher. It will work on both translated (Aeon Genesis's) and untranslated .sfc files (i.e. any headerless).
