The document refers specifically to the structure of Mega Man/Rockman 2's music data. It does not provide a list of offsets to find music at - for that, please refer to infidelity's Megaman 2 Sound Engine Document on this site. Rather, this document is for when you're converting a track by hand into hex while replacing a song directly, or for those who just want to peruse the existing music data.

Himajin Jinchiku very kindly wrote and translated the document for me, NARFNra. I originally posted this document on acmlm's board in a thread on the day I've listed as the release date, but while I was recently hacking the game I realized that the only sound engine documents on Romhacking.net are rather old and not very effective at explaining what the opcodes do in any real accuracy. I have taken the liberty of fixing up the English and adding some examples to better explain points that might not be immediately clear. I hope that this document helps people interested in making Mega Man 2 hacks!
